The Guide gives you a good amount of detail on how to submit your requests, so I won't be posting that information here. Any information on how to submit a request can be found there and I don't think it necessarily bears repeating.
However, I do feel it's necessary to cover some basics about this forum.
1. Do NOT bump threads to the top. This actually puts your thread at the END of the list for the Administrators, not the beginning. The administrative staff deals with requests on a first come, first serve basis. That means we go through threads in this forum from bottom to top. If you bump your thread, you'll end up being dealt with last, so just don't do it 'kay?
2. When your request is being dealt with, a member of the game staff with "tag" it. Posting the word "tag" "mine" or any random nonsense in your request thread lets you know that your request is being dealt with. If we're feeling nice we might even tell you how long we expect your request to take.
3. for level requests we would appreciate you posting your three most recent (less if you have less) threads in your post. While we can find them via your profile, it's just easier for us if everything we need is in the post. It helps speed up the process.
4. Once your skills/levels are approved, they MUST be posted in your character profile. Skills/Levels should be the 2nd post of your profile thread.
That's basically the jist of it. You've probably come across all information you need while picking your class/race/misc. on the site already. If you are still confused, ask. That's what the game staff is here for.
